Bumped testing matrix versions

Symfony 6.4.* instead of 6.3.*: LTS of 6.x
Symfony 7.1.* instead of 7.0.*: latest of 7.x
PHP 8.3 for Symfony 6.4.* and Symfony 7.1.*
All latests for checkstyle, static analysis, code coverage
