FreeBSD Release Infrastructure has been building the Hardware Release Notes from these subsections in the Kernel Interfaces Manual for some decades. Standardize this behavior in the FreeBSD Manual page style guide.

I also asked mandoc-tech if we could put a HARDWARE section as a standard section upstream in mdoc(7), which may make this have to look different. Opening this here so we have a thread for discussion.

After reflecting, it must go in mdoc(7). I have opened another PR, #1463 to discuss that if anyone has anything to add before trying to send it upstream.
