Improve translated form fields

The specialised editors of OpenDataSwiss categories automatically preselect the language dropdown with next available option. When no more languages are available, it is still possible to add editors.

Other fields with language selections require that the user selects the language each time

Describe the solution you'd like

1. Disable adding more editors when all languages have been selected in the keywords field
2. Allow the removal of entire language editor in keywords field
3. Preselect next language in all other multilang fields
