Binutils 2.26+ is required for ld.gold on Trusty to work around GCC 6 breaking -fsanitizer builds. Unfortunately binutils 2.26+ is not in ppa:ubuntu-toolchain-r/test for Trusty - we need the ppa.

I'm blocked by binutils 2.28 in conjunction with gcc-8. Every time a new gcc comes along, we need the latest binutils for LTO builds. The problem is that the latest gcc is backported from Ubuntu 18.04, but not the latest binutils.
