The question of how TC39 functions is pretty broad.

Governance

  • voting system
  • etc

Custom Tools & Techniques
We have a number of custom tools and techniques in play at tc39. Other standardizing committees also have such tooling, but they are all different. How do our tools compare? Here is an incomplete list (these should each be broken out into their own issues)

  • TCQ - Our tool for moderation. (W3C iirc had a bot on IRC, will update when i verify. In otherwords rather than having multiple tabs open, moderation and communication happened in the same place )
  • Temperature Check (on TCQ) our tool for soliciting non-verbal feedback from tc39 members (w3c used a -1, 0 and 1 system iirc)
  • ECMarkup - What other tools like this exist?
  • What about the language that TC39 is specified in, how does it compare to other specification languages (the much more vague specification of HTML, the extremely specific Schemas used by WASM, etc.
  • How are we functioning as a multi-lingual environment? I noticed that several of our members are copy pasting our Notes to translate them in real time so that they can follow the conversation. Can we do this better?

The title of this issue seems more general and subjective than the opening comment. Should the title be narrowed (e.g., "Custom Tools & Techniques") or the description be broadened?

I think we can either narrow the title or broaden the description. Since this is a meta issue, maybe we can put everything I listed under "Custom Tools & Techniques" and then feel free to suggest a broader scope? The issue descriptions are not final, just a starting point.
