Improve packages table layout on the Home page #1568

Initially, on the home page, the Packages table looks like this-

which is not in sync with the section "A taste of OCaml". This can be improved by aligning the two tables horizontally like this-

The New Packages table aims to provide the latest packages. To view more packages one can click on "more packages".
The heading can be "Latest Packages" instead of "New packages".
