Upgrade MM Google Analytics from UA to GA4

As a member of the marketing team, I'd like to be able to gather and report web analytics through Google Analytics. This requires an upgrade from UA to GA4.

As a course team member, I'd like to continue tracking the performance of my program pages through Google Analytics. If I recall correctly, we handled this by setting up separate GA properties for each program.

Acceptance Criteria:

• Review application code for Google Analytics. Does it need to be upgraded?
• Marketing team will upgrade the main MicroMasters Property to GA4 and provide a new code
• Review set up for tracking individual programs. What upgrades will it need?
