Global tag changes log for staff

Is your feature request related to a problem? Please describe.
When somebody vandalizes or even changes tags without bad intentions but the change is nevertheless incorrect because the person didn't understand how a tag should be used on older uploads it might get unnoticed because nobody is checking those for tag changes.

Describe the solution you'd like
Log of all tag changes made by everyone on the site to any image. Preferably with an option to switch between all tag changes and tag changes made only to posts uploaded earlier than a specified time, e.g. 12 h ago, 24 h ago, 7 days ago so that it's possible to check only the older ones for changes as most tag changes will be done on recent posts.
Also the ability to filter out tag changes that were made by staff would be great, because tags edited with the batch tagging editing tool might dominate the log sometimes (as there could be hundreds of them) and they will be correct practically 100% of the time unless somebody miss clicks something, so they don't need to be listed there.

Describe alternatives you've considered
If not a site tool then maybe someone could write a bot that would log those.

There are already tag change logs for specific tags and specific users, all this information should be just combined in one place with the inclusion of filtering options mentioned above.
