• Removal of available Windows features now happens before the VM is restarted. We found that some feature removal can trigger the need for a restart which can then block the Dism.exe runs from succeeding.

• Reduce the number of retries when attempting to download certificates from Windows Update. Air-gapped environments were having to wait 10 minutes for all the retries previously.
