Run E2E tests that do not use network on macOS for CEKit-based images on kie-tools

End-2-End tests on images based on CEkit Behave are disabled on macOS due to cekit/behave-test-steps#51

We should isolate these tests and skip only them on macOS, but other tests that won't rely on this step should be fully functional.

On CI and macOS envs, we should apply this fix to enable cekit-behave that uses Python Docker SDK under the hood: abiosoft/colima#468 (comment)
