Training status on the user management page in the console should link to the training application #2316

In the user management pages in the console (e.g. /console/user/manage/USERNAME/) we list training applications:

We should link the listed items to the appropriate training application, so that we can learn more about the application (e.g. why was it rejected?).

An example target URL for the training details is: /console/training/view/ID/
